The Lake County Coalition is among 31 organizations in Florida established by state legislation in 2000 through the School Readiness Act. The Coalition provides a variety of innovative early childhood education and Voluntary Pre-Kindergarten for children ranging from birth to age five, as well as after school programs for children to age twelve.

The Coalition contracted with LifeStream Behavior/ Child Care Choice Services (CCCS) to provide child care resources and referrals for families in Lake County. CCCS worked directly with parents to determine eligibility for services and assisted parents in finding quality child care.  CCCS also worked child care providers to oversee the reimbursement process for school readiness and VPK services. 

In July of 2008, the Behavioral Specialist team was transitioned to the Coalition to do the monitoring, health reviews, developmental screenings and assessments, ongoing provider support and trainings, as well as technical assistance as needed. In October of 2010, the ELCLC Board of Directors transitioned the remaining programs and services and its staff, from LifeStream/CCCS, to the Coalition to form the Family Services Department. This recent transition enables the Coalition to provide children and their parents a simplified process for applying for services, all in one location. The Coalition also provides Child Care Resource & Referral services for families needing more than just early child care and education programs.
